How did the daleks in doctor who get upgraded in the Winston Churchill episode?

In one of the earlier episodes with the 11th doctor, they visited WWII and met Churchill and the daleks somehow got upgraded, I want to know how.
They have yet to explain that question, sadly enough.
I was struggling with the same question for a while :P

Alright, I know about the Churchill-Stalin percentage agreement, and then Churchill's "Sinews of Passage" speech in which he addressed Eastern-Europe as being behind an 'iron curtain', and blamed Stalin for this. This was the start of the spread

It was a mutual agreement where they cooperated to maintain harmony - that wasn't exactly the main theme of the iron curtain speech

Was Churchill right to bombard the French fleet at the port of Mers-el-Kebir right outside Oran, Algeria in July 1940? I don't think he was in a position anymore to trust French Admiral Darlan or his command anymore. Your thoughts?
Darlan was not trustworthy, and the French fleet would have been a major threat at the hands of the Germans.
Overall, it was the best thing to do, and it's not like the British were happy to do it after what they had been through together

Obviously it was something Churchill felt he had to do - he wouldn't have risked his own ships, men and guns had he not though that the French fleet could end up working for the Germans.
But it was a terrible thing!

Not sure what you are getting at, but the King is the Head of State and (particularly at the time of WW2) was an important symbol for the British people. On the other hand, Churchill was the Prime Minister and head of the Government. His influence was
